I figure mine are like:
War: 80
Lead: 50
Intel: 70
Charm:80
Pol: 85
The Officer I would choose to be is Lu Meng of Wu. A well rounded officer who understood the value of an opinion.
Feel free to give other people stats and character comparisons too!

I think you're confused.
Your role really is of the noble, and one who is put in control of things while 'real lords were away' were usually hand picked for loyalty and action. They didn't need great stats - they were trusted to follow the commands left behind in case of emergency. Such officers even defeated the great Lu Bu when he surprise attack Cao Cao rear.
And the officer I compared you too - Liu Biao - was once running against the other kingdoms for control and power, he held vast control. His only downfall was his officers were incompetent, forcing him to join Cao Cao when he came with an army no one had seen in long time.
